Further Delays in DNR Assessment
The MWLA was expecting publication this summer of the DNR's Environmental Assessment (EA) of the Manitowish Chain, but we have recently learned that there will be a delay until sometime in 2011. The DNR has embarked on a jointly-funded study with the United States Geological Survey (USGS). This study involves the operation of four gauging stations to measure the amount of water entering the Chain at those points, as well as additional data gathered from ungauged tributaries.
Determing the amount of water in the Chain defines "a hydrologic or water budget." It is then possible to assess the effects of changes to that budget (for example, during a drought) on flows and water levels. the USGS has said" "Beacuaes the operation fo the Dam is supposed to be based on the water passing through the system, flow data are vital information." The USGS has a long history of collecting streamflow data, and recent electronics and communications advances have made such data more reliable.
2010 is the seventh year of uncertainty about possible changes in the operating orders governing the Rest lake Dam. Although another delay in publication of an EA is disappointing, we recognize that recent drought patterns int eh Northern Highlands Region have altered conditions in the Chain. The USGS partnership will enable the DNR to use equipment and study methods that might not have been available at an earlier time. Concurrently, Xcel Energy and the DNR are working to improve the operational efficiency of the Dam, and Xcel is also contributing funds to the Chain study.
